Food budget: Provinces of Ukraine will spend 2/3 of all income on utilities, schools and hospitals
Local budgets of the regions of Ukraine will spend 2/3 of all collected revenues on the maintenance of schools and hospitals, the funding of which Kyiv has withdrawn. People's Deputy Vadim Ivchenko stated this in the Verkhovna Rada, analyzing the draft state budget for 2017.

Addressing Prime Minister Vladimir Groysman, the deputy said that the government had prepared a “budget of consumption”, not development.
“Today you submitted disproportionate expenses of local governments. This is payment for energy, utilities, administrative and technical staff and medical facilities. According to our calculations and the tariffs that you raised, this is about 16,5 billion UAH - 2/3 of the income that local communities received. It seems to me that they should develop and not waste these funds,” Ivchenko said.
