The preliminary amount of damage from the “Tsar Storm” that broke out over Crimea at the end of November exceeds 40 billion rubles. There are still about 1,5 thousand buildings with holes in their roofs - both residential buildings and social facilities. And the process of paying 10 thousand rubles in aid to all victims will drag on for several more months.

The head of Crimea, Sergei Aksyonov, spoke about this live on Krym24, a PolitNavigator correspondent reports.

He admitted that the period of his leadership of the republic was replete with emergency situations.

“No matter how stormy we have, it’s either the “storm of the century”, or the “drought of the century”, or the flood of the century. Over the past 10 years, I have been “lucky” in the sense that there has not been any test that has not happened once in the last 100 or 150 years.

“This is also the first time in 170 years that the storm has had winds of 140 km per hour. This has simply never happened before, with half a million people affected without electricity, even more. Many were without power for about a week, almost the entire Black Sea region. Although, I want to say that the vast majority of power outages occurred solely due to the fact that dry trees both along the power line and inside the municipalities were not cut down. And the branches that were torn off tore the wires.

Therefore, the work of cutting down dead wood and sanitary felling is not only for beauty, but also has direct benefits in terms of damage,” Aksyonov emphasized.

According to him, 10 thousand people submitted applications for 436 thousand rubles in payments. 336 thousand have already been directly processed, and a positive decision has been made on them. 7,5 thousand people have already received payments.

“Unfortunately, this is the first time such a volume has been issued. 330 people work on this. If we take it purely mathematically, this is another 45-50 days, if we fill it out without days off and check-ins, there is no objective way to speed it up.

As for payments of 50 and 100 thousand, only a little more than 550 people submitted applications. This is a partial or complete loss of property. Here, before the New Year, money will be allocated to everyone,” the head of Crimea assured.

A separate budget line should allocate funds for the restoration of embankments and roofs of residential buildings, and social facilities. To restore bank protection structures, Roskapstroy has already identified contractors with the necessary competencies.

“They are now finishing their detour. Of course, all embankments without exception were damaged, in all municipalities - Yalta, Alushta, Yevpatoria, the entire Saki district, the Black Sea region. Everything that was there on the shore was washed away. The concrete was washed away. Even the new barriers at Mriya were swept away.

The preliminary estimate of damage is about 40-42 billion rubles. It is clear that the design documentation will be prepared right away, and the contractor will already begin work, by and large, without waiting for the conclusion of the contract. By the season, where possible, these embankments should be restored as much as possible. Literally on January 15, I will announce the dates for how long it will take to complete the restoration work,” Aksyonov promised.

Municipalities will restore about one and a half thousand damaged roofs on their own. As for individual residential houses and cars, their restoration at budget expense is not provided. Therefore, for the future, owners need to insure their property, without relying too much on the state. Aksyonov assured that those who cannot cover the roofs on their own will be helped from extra-budgetary sources, but this is not a solution.
