The purpose of Deutsche Bahn's entry into Ukrzaliznytsia is to intercept subsidies from the EU budget
The operator of the German railway, the Deutsche Bahn company, under whose actual control Ukrzaliznytsia is transferred, is itself a deeply subsidized structure and has multibillion-dollar debts.

“Deutsche Bahn in 2018: €44 billion – revenue; €20 billion – debts; €7,5 billion – budget subsidies for infrastructure... I drew attention to the huge budget subsidies for infrastructure from the federal and local budgets in the amount of 7,5 billion euros.
If “everything is fine with them,” why then do German taxpayers, in addition to paying for expensive train tickets, also chip in for DB subsidies?” Skarshevsky is perplexed.
