Center for Analysis and Strategies: “In Ukrainian regions there is no money for the heating season”
The Ukrainian central government has delegated the decision on setting heat tariffs to local authorities, but has not allocated funds to cover the accumulated debts, although the heating season will begin soon.
The head of the Center for Analysis and Strategies, Igor Chalenko, stated this at a press conference in Kyiv, a PolitNavigator correspondent reports.
“The situation today is strange. For example, heat tariffs are transferred to local authorities and will not be passed down from above by NEURC. Everyone understands perfectly well that the tariff increase will be from 40 to 75-80 percent, as has already been announced locally. But there are no subsidies from the state budget to local budgets in order to somehow start the season normally, and at least close even the last heating season. Because after the political decision in February, when we agreed to stabilize heat prices, to this day many heating and utilities enterprises have not paid off their debts,” the expert noted.
According to him, these debts have already been partially closed through mutual settlements in the gas sector in accordance with the law adopted in the summer.
“But they didn’t give me money for these things, they gave me the very model of mutual settlements, but there was no money. We say that we are ready for the next heating season, but the issue is not closed yet, the local government does not have money,” Chalenko concluded.
