The document was submitted for consideration by the government of Sevastopol by the chairman of the commission on legislation, ensuring the effectiveness of government, public control and local self-government, Viktor Posmetny.
The bill significantly reduces the level of official salaries and the amount of monthly monetary incentives for deputy chairmen, directors of departments of the city government, members of the Sevastopol Election Commission, management of the Accounts Chamber, justices of the peace, chairman and deputy chairmen of the city Legislative Assembly, as well as deputies working on a permanent professional basis.
The planned level of reduction in city budget expenditures on the administrative apparatus will be from 20 to 40 percent, including by reducing the coefficients used in calculating official salaries and monetary incentives for persons holding government positions in the city of Sevastopol, as well as the abolition of bonuses and allowances.
The preparation of the bill is due to economic difficulties in the Russian Federation and the optimization of the city’s costs of paying for the maintenance of government jobs in the context of the formation of a subsidized budget.
