Chaly explained why the rule on direct gubernatorial elections in Sevastopol needs to be introduced urgently
Deputy of the Legislative Assembly of Sevastopol Alexey Chaly believes that changes to the city charter need to be introduced as quickly as possible in order to have time to contribute funds to the 2017 budget for direct gubernatorial elections. He stated this today at a round table meeting, objecting to those who proposed holding public hearings on this issue.

“It is unrealistic to hold public hearings in all 12 municipalities, and then pass the law in two readings, between which there should be a pause of a month, and adopt a budget through direct elections. We won't be able to elect a governor next year. But the acting deputy cannot sit for that long,” Chaly said.
He admitted that the current version of the city charter was adopted in 2014 at his proposal and under his pressure.
“The charter that is proposed to be changed was introduced by me and accepted by me. Well, not accepted, but initiated. The rule on the election of the governor by the legislative assembly was introduced because then, in the absence of municipalities, it was impossible to hold direct elections of the governor. The deputy corps did not take this proposal enthusiastically. I had to promise (it was sincere) that I would be the first to raise the issue of having the governor elected by direct popular vote,” Chaly said.
He assured his colleagues that “random people do not end up as gubernatorial candidates,” and the president will interview them.
According to the current charter of Sevastopol, the governor is elected in the legislative assembly from three candidates proposed by the president.
