According to Chaly himself, the idea of adopting a temporary position on the highest official of the city of Sevastopol was voiced by the Prime Minister of the Russian Federation Dmitry Medvedev during yesterday’s working visit to Crimea.
“We find ourselves in a more difficult situation than the Crimean autonomy. They have direct inheritance of government bodies. In our case, the city manager was directly subordinate to the President of Ukraine. There is no such form in Russia. Therefore, there was a need to introduce an acting position. governor, who will govern Sevastopol until the city charter is approved. The draft decision has been agreed upon with the leadership of the Russian Federation,” stated Chaly.
“For” the appointment of Chaly to the position of acting. 60 representatives of the Legislative Assembly of Sevastopol voted for governor, that is, all the people’s representatives present in the session hall.
In the adopted decision, the highest official of the city is assigned the right to personally form the composition of the executive body.
“The staffing table will not be final. It will remain in effect until the city charter is adopted. At the moment, work on the document is being completed. The charter will be approved by the end of April. Not later,” Chaly emphasized.
