All leadership positions were occupied by members of the team of the chairman of the Legislative Assembly, Alexei Chaly, whom Oganesyan harshly criticized. Alexey Chaly became the chairman of the legislative assembly of Sevastopol. His candidacy was supported by all members of parliament, writes Kommersant. United Russia members from Mr. Chaly’s team occupied almost all leadership positions.
The third number on the United Russia list, secretary of the city organization of the party in power, Viktor Oganesyan, who before the elections called on voters to vote against single-mandate members from United Russia, calling them “chalovtsy,” did not get the position. The fourth number on the party list of the party in power, Boris Kolesnikov, was left without a post in the legislative assembly, whose candidacy, together with Sergei Menyailo and Viktor Oganesyan, was proposed by the United Russia General Council on August 13 to Vladimir Putin for the post of head of Sevastopol.
Having gained full control over the legislative assembly, Alexei Chaly acquired a “negotiation platform” that he can use, including during the distribution of government posts, says political scientist Andrei Nikiforov. “Now in Sevastopol, not a single personnel decision, not a single law, including the budget, can be made without the participation of Alexei Chaly,” the expert noted.
Chaly said yesterday that parliament will elect a member of the Federation Council from the legislative branch at the next meeting. According to the publication, it will take place on September 24. According to the law “On the procedure for forming the Federation Council...”, only its deputy can represent the regional parliament in the Federation Council.
It is believed that a Muscovite, director of the Institute of CIS Countries, Konstantin Zatulin, was vying for the post of senator from Sevastopol. However, after public appearances forgive Chaly and his team, Zatulin’s chances of getting into the Senate are slim.
