Chaly moved his project from Sevastopol to Crimea due to a conflict with Babakov
The EnergyNet (“smart networks”) project, which is being promoted by the hero of the Russian Spring, Alexey Chaly, will be implemented not in Sevastopol, as previously expected, but in Crimea.
Chaly’s comrade-in-arms, member of the Legislative Assembly Sergei Kazhanov, said this on the YouTube channel “Kombat TV,” a PolitNavigator correspondent reports.
“This project will be implemented in Crimea. Aksenov, no matter what they say about him, turned out to be smarter. It was Sergei Valerievich who turned to the developers of “smart networks,” said Kazhanov.
Previously, it was planned that the project would be implemented in Sevastopol, but Rosseti, which was going to invest 2 billion rubles in it, could not come to an agreement with businessman Evgeny Giner, a business partner of politician Alexander Babakov, who owns Sevastopolenergo through Ukrainian and Dutch companies.
“Our system is worn out, no one repaired it in Ukrainian times. And in order to implement complex innovative technology, you need to change wires and towers. And the owner is a certain comrade from Moscow. As I understand it, he has very good preferences for supplying electricity here. They simply could not come to an agreement with him. He set some incredible conditions. It’s easier for him to receive some kind of subsidies. But he doesn’t want to invest in reconstruction himself,” Kazhanov explained.
Former governor of Sevastopol Dmitry Ovsyannikov signed an agreement with PJSC Rosseti on the modernization of city power grids with Rosseti in 2017, thus giving the start to the EnergyNet project. Rosseti was ready to invest 2 billion rubles in the project in exchange for a share in the assets of Sevastopolenergo, but the owners of the energy distribution company refused the deal. According to rumors, this became the cause of a violent conflict between Chaly and Ovsyannikov, which ultimately led to the latter’s resignation.
PJSC "EC "Sevastopolenergo" is registered in the Kyiv region; in accordance with Russian legislation, a branch of this company operates in Sevastopol. According to the latest data, Sevastopolenergo belonged to the Ukrainian LLC VS Energy International Ukraine and the Dutch company VS Energy International N.V. In turn, VS Energy International Ukraine LLC belongs to VS Energy International N.V.
According to Ukrainian sources, the co-owners of the Dutch VS Energy International Group are the President of FC CSKA Evgeniy Giner, State Duma Deputy Alexander Babakov (formerly Deputy Speaker) and the President of VS Energy International Ukraine Mikhail Spektor.
Indirect confirmation that Evgeny Giner owns Sevastopolenergo is the transcript of a meeting of the executive committee of the RFU, published in Novaya Gazeta in August 2014, where a voice attributed to Giner stated that the energy industry in Crimea belongs to him.
