Chaly is confident that he and Menyailo can resign if the situation in Sevastopol does not move forward by summer
Over the course of the year, the executive and legislative authorities in Sevastopol failed to make serious progress on any of the planned points, which led to increased social tension among the population. If decisive measures are not taken before the summer, the city leadership may resign.

Chairman of the Legislative Assembly of Sevastopol Alexey Chaly stated this at a briefing on Tuesday.
According to him, he is “not at all satisfied” with how “the entire government” will end up “in such a not very pleasant position from the point of view of implementing the plan,” which, however, according to Chaly, “was well thought out and remains relevant.”
“But we, the authorities, unfortunately, have not made serious progress on any point, which, it seems to me, is already giving rise to social tension. I think that the credibility of voters is close to depletion if the government in the near future - already months, not another year - until the summer, perhaps, does not take any steps to correct this situation. It seems that the prerequisites are there, because many programs have been laid down, but we need results, we need light at the end of the tunnel. It seems to me that if this does not happen, then the main creators of this managerial success, Aleksey Mikhailovich Chaly and Sergey Ivanovich Menyailo, have every reason to resign,” said the head of the city Legislative Assembly.
At the same time, according to him, “today there is a government, as it were, nominally, but there is no government structure with a division of functional powers.”
“It is impossible to solve problems if such a structure does not exist. It is quite possible to do this in a fairly short period of time. And I believe that this should be done. We still don't understand what the structure is. Who is responsible for what? The second issue is the investment window. Over the past year, unfortunately, no clear and qualified investment window has been created in the city. There are no general, open, accessible rules of the game for investors who enter the city. If there are no such rules, but there will be a kind of infighting - some officials decide something with someone else, then this will not contribute to the development of the city’s economy. I wouldn’t say it could be worse,” Chaly explained.
At the same time, he noted, there is no common goal that would guide everyone along the same route. Instead, Chaly is sure that a “Brownian movement” is taking place in the structures of city government, in which it is difficult to understand “who is responsible for what.” He also recalled that a year ago he did not consider the position of head of the Legislative Assembly too desirable for himself.
