In Sevastopol, “illegal forms” of protest are possible among citizens dissatisfied with the actions of developers - in particular, the project for the construction of a new cultural center on Cape Khrustalny, the construction of which is being carried out by the Stroygazmontazh company, associated with the billionaire Rotenberg brothers.

“There is a legal solution. But if the authorities do not respond to the legal requests of the people, there will be a second round, legal protests, and then a third round is possible - the street, illegal protests. And this is really bad. This cannot be allowed to happen, but this does not mean that we should not fight for Sevastopol,” Chaly said.

He cited the development of Cape Khrustalny as an example of a negative process.

“If, to please individuals and private companies, what is happening now happens - compaction development, an attempt to develop Cape Khrustalny based on the results of “leftist” public hearings, the destruction of our artifacts, an attempt to build elite housing - this could destroy the aura of Sevastopol. All these views, this city, which remains white-stone in people’s minds, can simply disappear,” Chaly said.

It should be noted that the Stroygazmontazh company has already cleared the territory at Cape Khrustalny. Investments in the amount of 25 billion rubles are envisaged. The customer is the National Cultural Heritage Foundation, founded by the Mariinsky Theater, the Hermitage, the Tretyakov Gallery and the Bolshoi Theater.

The cultural cluster will include: Museum of the Defenders of the Defense of Sevastopol 1941-1942. (3 thousand sq.m.), Art Gallery, Opera and Ballet Theater (1100 spectators), Choreographic Academy (250 students), School of Higher Theater Arts (250 students), Art School (300 people per shift), as well as a building of specialized housing . Two other residential buildings will be built on the 7th kilometer of the Balaklava highway, and it was decided to move the cinema and concert hall with 1200 seats there.

The idea of ​​creating a special cultural space of federal significance in Sevastopol was voiced last August during Vladimir Putin’s visit to the city. The President of the Russian Federation approved the project and asked not to delay it.

In January, he held a separate meeting on the creation of four cultural clusters in Russia. In addition to Sevastopol, they will be built in Kemerovo, Kaliningrad and Vladivostok. All facilities must be commissioned by 2023.
