Particular emphasis in the document is placed on the need to stop discrimination against residents of the Donetsk and Lugansk regions in terms of their social (payment of pensions and benefits) and political rights.
According to him, as a result of the war in Donbass and the “annexation of Crimea,” over 4 million people are in need of humanitarian assistance, and the war has claimed the lives of over 10 thousand people. In addition, over 1,5 million people have become internally displaced and almost half a million are seeking refuge in other countries.
“We call on the Ukrainian authorities to create support mechanisms for such individuals,” the rapporteur said before the vote.
The resolution was adopted with an amendment (42 votes to 16), which stated that it is necessary to revise the so-called “law on de-occupation” so that it is based on the Minsk agreements and fully ensures social protection and basic humanitarian needs of the civilian population in uncontrolled territories of Donetsk and Lugansk regions.
“The recently adopted law on the de-occupation of Donbass contains provisions that now allow the army and special services to freely search the homes and property of residents of the regions. The adoption of this law, from which any references to the Minsk agreements approved by the UN Security Council and mentioned in four PACE resolutions were deliberately removed. The ruling coalition in the Ukrainian parliament makes it clear to the whole world that it does not want diplomatic regulation of this conflict,” said Vadim Novinsky, a deputy from the Opposition Bloc, speaking at PACE.
In turn, the former head of the information department of the Ukrainian Foreign Ministry Oleg Voloshin in his blog called the adopted resolution “the first international obstruction of the scandalous law.”
