As Federation Council Speaker Valentina Matvienko said yesterday, there are now more than 500 thousand Ukrainians in the Russian Federation who fled large-scale hostilities. Ms. Matvienko described the situation with the flow of displaced people as a “humanitarian catastrophe.” Earlier, the head of the Federal Migration Service, Konstantin Romodanovsky, said that the number of refugees was about 400 thousand.
Many of them have already turned to the Russian authorities for help. In particular, as Marina Kapustina, deputy head of the Federal Migration Service for Moscow, said yesterday, the number of applications for refugee status or temporary residence permits from Ukrainian citizens is more than 9,6 thousand. Most migrants settle in border regions. In total, there are 271 temporary accommodation centers in Russia, where about 27 thousand Ukrainian citizens are located.
So far, only the Rostov region has received financial assistance from the federal center for the accommodation of Ukrainian citizens, and this assistance is not enough even for a month. By Monday, the Cabinet of Ministers must consider the issue of allocating cash benefits to those who have already received asylum.
As Kommersant was told by the FMS, the department has prepared a draft resolution on a simplified procedure for granting asylum to citizens of Ukraine. Its details have not yet been disclosed. In the meantime, the FMS has decided to automatically extend documents for Ukrainians to stay in the Russian Federation for more than 90 days. The instruction given to the regional service departments will remain in effect until the end of hostilities in southeastern Ukraine. Currently, citizens of Ukraine can stay in Russia for no more than 90 days every six months.
