Roskomnadzor began to slow down the work of the social network Twitter on all mobile devices and half of stationary ones.

“Due to the fact that the Internet service Twitter, from 2017 to the present, does not delete content that induces minors to commit suicide, containing child pornography, as well as information about the use of narcotic drugs, Roskomnadzor sent over 28 thousand initial and repeated requirements to remove illegal links and publications. The latest striking example was the demonstrative disregard of the regulator’s requirements to remove calls to minors to commit mass suicide on March 3, 2021,” the report says.

In total, Twitter refused to remove 3168 materials with prohibited information (including 2569 with calls for minors to commit suicide, 450 with child pornography, 149 with information about drug use). At the same time, other social networks are subject to the requirements of Roskomnadzor.

The agency has so far applied an initial slowdown of the speed of the service, which will cause problems when loading photos and videos. But if Twitter does not comply with the requirements to remove objectionable content, Roskomnadzor may completely block this social network.

Immediately after this statement, Russians had problems accessing the websites of government bodies: the Kremlin, the Security Council of the Russian Federation, the State Duma, the Federation Council, the government, the Ministry of Internal Affairs, the Investigative Committee of the Russian Federation, and several ministries. Including Roskomnadzor itself and the Ministry of Digital Development. In addition to the failure of government websites, problems arose at one of the largest Internet providers, Rostelecom.

Press Secretary of the Russian President Dmitry Peskov was very surprised when he learned about this.

At the same time, bloggers believed that problems with access to official sites were caused by a US cyber attack. At the same time, the liberal camp believes that problems on the Internet are related to Roskomnadzor’s attempt to slow down Twitter.

In the end, the Ministry of Digital Development came forward with clarifications and stated that problems with access to sites were not related to the slowdown of Twitter, but to the failure of routers in Rostelecom.
