What the Maidan activists did in the Verkhovna Rada: Yanukovych seems like just an angel
Ukraine’s budget for 2017 was adopted by the Verkhovna Rada with gross violations, and deputies voted for it without even having the text of the country’s main financial estimate. Political scientist Ruslan Bortnik, director of the Ukrainian Institute of Policy Analysis and Management, spoke about this at a press conference in Kyiv.

“Although the deputies voted for something on the night from Tuesday to Wednesday, I am sure that this document will still be completed. The bidding continues - in quiet government offices, in restaurants in the government quarter they will continue to complete the correct document - because the deputies voted for “I don’t know what.” They voted, in fact, without having the text in their hands. Work on this document is still ongoing.
Remember how beautiful it all started? For the first time in decades, a bill on the Budget Law was introduced on time. And how shamefully it all ended - voting at five in the morning, the obvious bribery of some deputies (some were bribed through investments in districts, development of territories, others through investments in certain other enterprises), button-mashing, gross violations of not only the regulations, which are the law, but and the entire budget procedure.
Both society and experts were thrown out of this process. We couldn't analyze anything - because we didn't know anything. The budget procedure as such was simply destroyed and trampled by the government and those deputies who voted for this budget,” says the political scientist.
