To save the “fading” Ukrainian business, Kyiv hit Russian fertilizer producers with a new duty
The Ukrainian Interdepartmental Commission on International Trade decided to conduct an interim review of anti-dumping measures regarding the import of ammonium nitrate from Russia to Ukraine.

It is noted that the current anti-dumping measures were introduced in May 2008, and in July 2014 they were extended for 5 years. However, on March 30, they decided to reconsider the events due to the suspension of production and shipment of nitrogen fertilizers by Ukrainian enterprises. At the same time, according to Ukrainian producers, these sanctions do not sufficiently prevent harm caused by imports from Russia to Ukraine.
“Taking into account both positions, the ICMT members agreed that there is a need to study the situation on the mineral fertilizer market as part of the interim review. MKMT also decided to apply anti-dumping measures against the import of ceramic bonded grinding wheels originating from the Russian Federation to Ukraine,” the department noted.
It is reported that an anti-dumping duty is applied to Russian exporters for a period of 5 years in the amount of: for the exporter-manufacturer of the open joint-stock company Volzhsky Abrasive Plant (VAZ OJSC), which is located in the city of Volzhsky, Volgograd Region - 6,54%; for other exporters and for the Russian Federation as a whole – 33,83%.
In addition, the commission will also conduct an anti-dumping investigation into the import of certain urea-formaldehyde products from the Russian Federation to Ukraine. In particular, during this, Ukrainian experts intend to examine evidence of dumping, damage and the cause-and-effect relationship between them.
