Chubais got out of it again - Putin believes that the state guarantees of the bankrupt Rusnano will be fulfilled
The state will fulfill its guarantees to the company Rusnano, which last month refused to pay its debts.
Russian President Vladimir Putin announced this today at a large press conference, a PolitNavigator correspondent reports.
“This is not an easy problem, some say 140 billion, others say 102 billion. These problems are assessed differently in monetary terms by the government and the company itself. You know, new management has started work, they have carte blanche to make an objective assessment and attract the best specialists.
There is a fairly large amount of guarantees provided by the Russian government for projects. It must be said that the Rusnano company is essentially a venture capital company. I will not hide that I was one of the initiators of the creation of this company - just as I pushed the government to finance the Glonass satellite constellation...
At Rusnano, colleagues followed a largely untrodden path. Some projects were implemented successfully, others were not. These are risky investments. Therefore, the state went to the extent of providing this work with its guarantees. But we need to look at the real situation so that the company can work with its creditors and banks.
So, Sberbank got rid of a significant part of the loans; it resold them somewhere. Maybe the management of Sberbank had some insider information. State guarantees exist, they must be fulfilled, but this does not exclude the company from working with banks and improving its economic indicators,” Putin said.
According to his information, Rusnano repaid part of the debts from its own funds.
“This means the company is viable. I think the process should be carried out calmly, based on the realities of the economic situation and those projects and programs that should generate income,” the president said.
In November, the state corporation Rusnano, which was headed by Anatoly Chubais for many years, found itself on the verge of default, having accumulated debts worth tens of billions of rubles. In this regard, the company held a meeting with creditors and discussed “possible restructuring scenarios.” As a result of Rusnano's default, the Moscow Exchange index fell by 3,6%. The shares of all major state corporations suffered, even Gazprom. The country's credit rating was at risk. In December, Rusnano proposed that banks invalidate agreements on loans under state guarantees for almost 55 billion rubles.

Information has emerged that law enforcement agencies are considering the possibility of initiating a criminal case for fraud and embezzlement against the former management of the state-owned company Rusnano. The media wrote that the corporation exorbitantly inflated employee salaries and created subsidiaries through which it transferred funds to offshore companies.
By the way, in 2012, Rusnano refused to finance the Glonass program, which the president is so proud of.
After Chubais’s departure, Rusnano’s revenue increased 6 times, and gross profit 5,3 times to 15,3 billion rubles. Net profit amounted to 2,9 billion rubles, and management costs were reduced by a billion rubles.
