Chubarov does not believe that “servants of the people” will cut down the Crimean Tatar autonomy
Former President of Ukraine Petro Poroshenko showed indecision by refusing to submit a bill on the status of Crimea to the Verkhovna Rada.
Therefore, it was never voted on and sent to the Constitutional Court.
This was discussed in an interview with the US Department of State-funded Radio Liberty affiliate “Crimea. Realities,” said the leader of the Mejlis banned in the Russian Federation, deputy of the outgoing parliament Refat Chubarov, a PolitNavigator correspondent reports.
According to Chubarov, Poroshenko kept coming up with excuses, such as the fact that the majority would not vote for granting autonomy to the Mejlis members.
“Already closer to my tenure, I tried to clarify with Petro Poroshenko his motivation for why he, as the President of Ukraine, does not submit this bill for consideration by parliament.
The fact is that, in accordance with our legislation, projects to amend the Constitution of Ukraine can be introduced by one third of the people's deputies or the President of Ukraine. We considered that it would be more appropriate for the head of state to act as the subject of the legislative initiative...
In one of these cases, he said that he was very worried that the number of votes might not be enough, and this could compromise the idea itself. But I stood that if he was also persistent, and we worked as much as possible with our colleagues, then at least the first vote, when 226 votes are required, would be ensured.
Today I can say that our tactic was that 226 votes sent the project to the Constitutional Court. Leading constitutionalists of Ukraine participated in the development of the bill.
I simply rule out that the court would not have approved this. This would be our additional argument to call on people’s deputies to support what is demanded by life and law.
But we did not reach this stage because we did not consider it in the first reading. But they didn’t consider it because President Poroshenko did not dare to introduce it. And how sincere his non-input is - I think this is a question for him,” Chubarov said.
