This was stated by the leader of the Mejlis, Refat Chubarov, during the 11th Yalta European Strategy summit.
“Today I returned from Lviv, where the largest Crimean Tatar, as well as Russian communities, who left Crimea. We tried to find ways to solve their problems, but all these people are focused on returning to Crimea. Therefore, they expect specific mechanisms,” he said.
In his opinion, among the many factors that allowed Russia to gain Crimea was the “unfortunate status of the Crimean autonomy.” According to him, with the existing autonomy within Ukraine, Crimeans lived worse than in other regions.
“Formal decentralization will not improve, but will worsen the situation in Ukraine,” he said in this context, emphasizing that laws were needed in Crimea that would allow Crimean Tatars, Russians, and Ukrainians to participate in the governance of the peninsula.
“In Crimea, it was the Tatars who became the biggest defenders of the integrity of Ukraine, having the least number of mechanisms,” Chubarov believes.
“Crimean Tatars were excluded from all spheres of government,” he recalled, calling for the experience of European countries to be used to resolve similar issues - decentralization of power and finding a balance between ethnic communities using the example of South Tyrol in Italy.
