The Verkhovna Rada is trying to avoid considering the bills proposed by the Mejlis, in particular, on the inclusion of a clause on Crimean Tatar autonomy in the text of the Constitution of Ukraine.

“A year ago, we prepared three bills: additions and amendments to paragraph 10 of the Constitution of Ukraine “Autonomous Republic of Crimea”, a draft law on the indigenous peoples of Ukraine, and a draft on the status of the Crimean Tatar people in Ukraine.
For a year we have not been able to get these bills submitted to the Verkhovna Rada of Ukraine for consideration. I hear a lot of unofficial explanations, and they all say that the time is not right, there will be no votes, that significant changes can be made,” Chubarov complained.

Answering a question from Deputy Minister of Information Policy Emine Dzhaparova whether it would be more logical to submit these bills separately, the head of the Mejlis admitted that there was no other way, because many Kyiv deputies consider Mejlis members to be separatists.

“One of the arguments why we decided to submit these bills as a package. When you submit a separate law on indigenous peoples, in the hall of the Verkhovna Rada there will definitely be people who will deliberately, torpedoing this law, will create some far-fetched reasons. Someone will stand up and say: “The right of the indigenous people to self-determination, and with the promotion of this law, they will definitely raise the issue of secession of Crimea tomorrow, let’s not accept this separatist law.” And many deputies, without delving into it, can support this point of view,” Chubarov said.

“Therefore, we immediately provide draft amendments to the Constitution, which very clearly spell out not only the forms of exercise by the Crimean Tatar people of the right to self-determination, but also very clearly spell out guarantees for the unconditional, permanent and eternal presence of Crimea within Ukraine. We wanted to give it as a package so that no speculation would be possible,” the deputy added.
