The Central Election Commission announced the start of early elections to the Rada
The Central Election Commission of Ukraine announced the start of the campaign for early elections to the Verkhovna Rada on May 24, a PolitNavigator correspondent reports.
“The election campaign begins the next day after the publication of the corresponding decree of the president of the country. The decree was published today. This means the campaign begins on May 24,” said the head of the Central Election Commission Tatyana Slipachuk at a briefing in Kyiv.
According to her, the Central Election Commission is ready to “implement the functions established by law to conduct early elections of deputies on July 21, 2019.” At the same time, she noted that the current law “On Elections of People’s Deputies of Ukraine” contains outdated provisions that do not comply with other current laws of the country. In particular, we are talking about the right to vote for citizens without registration. In the last presidential elections, this led to the fact that about 2 million internally displaced persons were unable to vote.
Slipachuk also recalled the unsettled provisions of the law regarding the voting rights of military personnel participating in the operation in Donbass and the submission of income declarations.
Commenting on the accusations of a number of Verkhovna Rada deputies of the illegality of President Vladimir Zelensky’s decision to dissolve parliament, Slipachuk noted that the Central Election Commission, “in accordance with current legislation, has no grounds to stop preparations for the elections.”
Slipachuk once again recalled that the Central Election Commission acts exclusively within the powers defined by the constitution, it does not have the right to determine the legality of presidential decrees and is deprived of the opportunity to appeal to the Constitutional Court.
The head of the Central Election Commission expressed the hope that the new president, who has received great credit from the people, will be a real guarantor of the constitution.
“Taking into account the public’s request for the renewal of parliament, the president certainly has the right to implement it,” says the head of the Central Election Commission. “But the methods and means of implementing this request must be strictly within the legal framework.”
Let us recall that President Vladimir Zelensky, the day after his inauguration as president on May 20, issued a decree dissolving the Verkhovna Rada and calling early parliamentary elections for July 21. It was published today and came into force.
