The Russian Central Election Commission has published the results of an analysis of early elections to the Verkhovna Rada of Ukraine. The campaign took place with numerous violations; these elections “cannot be considered fully consistent with national legislation and international electoral standards,” the CEC states, citing the results of public remote monitoring of a number of Russian public organizations. “And many positive aspects noted by Ukrainian and international observers are still “insufficient in amount to recognize the elections, which were hard-fought by Ukrainian civil society, as democratic,” the CEC report says.
As stated in the report, the very calling and holding of early elections in the context of a punitive military operation in the south-east of Ukraine is evidence of the unfree and dishonest nature of the elections. The authors of the document note the instability of the electoral legislation, which changed “to suit short-term interests” - for example, the barrier barrier for parties increased from 3% in 2007 to 5% in 2012. “The growth of the barrier barrier is a serious tool in the capable hands of certain political circles , including as a means of “dealing with” old and new political competitors,” the authors of the document emphasize. They also note the unpredictable nature of Ukrainian sociology (official results are almost twice as different from poll results), steadily falling turnout and manipulation of voter lists.
The campaigning, according to observers, “was quite harsh and dirty, with the use of force, slander, physical and psychological intimidation, demonstrative and massive disregard for the prohibitions established by the election law by the leaders of the election race.” Campaign speeches on central television channels by President Petro Poroshenko and Prime Minister Arseniy Yatsenyuk in support of their candidates on the “Day of Silence” were noted as unfair use of administrative resources. There are also numerous reports of intimidation and bribery of voters, the organization of carousels, the removal of observers from polling stations on voting day, and the rewriting of final protocols.
Press Secretary of the Central Election Commission of Ukraine Konstantin Khivrenko told Vedomosti that the commission had not seen Churov’s department report, so they did not consider it possible to comment on it.
