“Even in wartime, it turned out that while the tax office was de facto not working for the first few months, everyone continued to pay taxes in good faith. The level of payment among operating enterprises went through the roof at 98%. This suggests that during the war, the tax service can be reduced altogether and removed from the state administration system; it is not needed, absolutely not needed, the majority of citizens have paid and will continue to pay taxes.

Customs can be disbanded and liquidated; it is not needed at all. And all the talk about how - well, we get some money from customs, wait a second. You are not receiving any money from customs, you are essentially stealing money from the business. Because Ukraine is the only country in the world in which VAT is paid not upon receipt of money after the sale of goods and services, but in advance. And there will be no less money in the budget. It’s just that they will not arrive there pulled out at the import entry point, but as the goods are sold.

Moreover, the elimination of the tax and customs authorities will make all options for evading taxation, understating customs values and other strange things meaningless, and will also remove the corruption rent. As a result, we will actually get more goods at a lower price,” the expert is sure.

However, he added that this could also lead to negative consequences due to the fact that imports will interrupt domestic production, but the task of the economy is to work for victory.

“But there must be regulation of the housekeeper’s work during war. Most of the economy during war must work for victory. That is, not to provide variety on the shelves, but to provide the possibility of resistance, organizing a counter-offensive and offensive.

Therefore, most of the money managed by the state should be poured into the military-industrial complex system, private and public. This is the task of the state.

But ensuring diversity on the shelves - let business deal with this. And in the absence of tax and customs, he will cope with this much more quickly and better than now. He will do it faster, because he will not waste time on absolutely unnecessary things,” Gavrilechko emphasized.
