Even if the West “donates” warships to Kyiv, there will be no one to fight on them
When accepting “gifts” for the Navy from Western countries, it is necessary to take into account the unpreparedness of the personnel.

“25 percent of the entire budget was allocated for the purchase of new weapons and equipment. Let's see what happens in 2018. I think it's the same percentage. But this was aimed at staffing the ground forces. Now the priority is on high-precision weapons, drones and the navy,” the expert said.
“But this is not done quickly. We have two factories. That is, you still need to build or purchase, or lease from someone. We can take ships, but how will we retrain the sailors? Our team should fly there and study on the spot, or during the campaign they will study in combat formation. But that's because there's war. In a civil case, it’s from one to three years,” warned Oleg Starikov.
