Actions of the Zee government will leave Ukraine without doctors - head of the medical trade union
This year, the outflow of personnel from Ukrainian medicine is faster than ever; the country may be left without medical workers altogether. The reason for this is that the government is taking ill-conceived measures to combat coronavirus and continues the medical reform begun at the time by Ulyana Suprun.
The head of the Council of the Kyiv Medical Trade Union, Sergei Kubansky, stated this at a press conference in Kyiv, a PolitNavigator correspondent reports.
“Staff turnover this year has increased like no other (department). The main reason is not the pandemic, but the organizational measures that the authorities took to prevent its spread. When we had a strict lockdown in March-April, medical institutions that provided routine advisory medical care were actually unable to work. People were sent on vacation “of their own free will”, without pay, and we, the trade union, responded. There were announcements of downtime of medical institutions, but this is very little money, maintaining up to 2/3 of the bare tariff rate,” said Sergei Kubansky.
In addition, many health workers do not live in cities, and when restrictions on transport were introduced, when suburban routes stopped running, they simply could not come to work, which prompted many to decide to leave work in cities.
The worst thing was that the government continued the so-called. “Suprun reform” despite the outbreak of the pandemic.
“The largest outflow of personnel is those cuts that were directly caused by the medical reform, its second stage, which was carried out on April 1. Some medical institutions did not have the opportunity to conclude a financing agreement at all - they did not have the opportunity to pay salaries. And in order to ensure at least the minimum level of wages, many institutions made decisions to reduce staff,” Kubansky noted.
The outflow of personnel from medicine has been going on for several years, but if it continues like this year, Ukraine will soon be left without medical workers altogether. In total, about a quarter of healthcare workers have quit since the beginning of quarantine.
“There will simply be no one to provide medical care. The issue of personnel shortage is not a matter of today. We, the trade union, have raised it since 2008, almost every year,” said the head of the trade union.
