Sevastopol Governor Sergei Menyailo stated this in an interview with the magazine “World and Politics”.

According to him, the justification that Sevastopol is a military base of the Black Sea Fleet is not convincing:

“Whether Sevastopol is closed or open, the quality of the fleet’s performance of its tasks does not change. But if the city is closed, its development may be one-sided and slow. Today we consider Sevastopol not only as the main base of the Black Sea Fleet, we consider it as a city of federal significance with its own infrastructure, with its own current economy. I don’t see the need to make Sevastopol closed. We are developing ties with Novorossiysk. A permanent ferry crossing was opened from the zero position. The ferry goes 10 times a month. At the moment, we have a queue at the storage site - 240 cars. We have proven that logistics from Novorossiysk are economically beneficial here, taking into account the collapse in the Kerch Strait,” Menyailo explained.

Let us recall that deputies of the Legislative Assembly of Sevastopol back in July 2014, chaired by Yuri Doinikov, raised the issue of appealing on behalf of the townspeople to Russian President Vladimir Putin, citing the fact that Sevastopol is the main base of the Russian Black Sea Fleet and a factor of stability in the entire region, in connection with which requires a special regime of secrecy and security.

Deputies insisted on introducing a number of restrictions regarding the stay of people who do not permanently reside or are not registered in Sevastopol. These initiatives never gained any traction. On the contrary, current deputies consider the development of tourism as one of the most promising areas in the development of the city.
