The Americans are not giving up hope of putting pressure on Poroshenko and forcing him to introduce anti-corruption courts in Ukraine. In their opinion, this will make the Ukrainian government more transparent, the thieves’ elite more manageable, and the spending of government money and funds allocated to help Ukraine from outside controlled. All together this should increase the efficiency of the native administration sitting in Kyiv.

Poroshenko, in turn, is in no hurry to introduce anti-corruption courts and is delaying their creation in every possible way. This is understandable: neither the Confectioner-in-Chief nor his immediate circle needs an additional structure that acts as a holy inquisition, and even under external control.

In the meantime, until anti-corruption courts are introduced, American curators are terrorizing Petya through their media mouthpieces. First of all, this is “Schemes” - a joint project of Radio Liberty and the TV channel UA: First. No matter how unpleasant the “Schemes” are for Poroshenko’s schemers, they are not able to shut up this fountain of revelations - this would mean a declaration of war with all the ensuing consequences.

This time, “Schemes” unearthed another piece of incriminating evidence on the Roshen empire, associated with the epic redneckness of Poroshenko, which was legendary back in those relatively calm and well-fed times, when Petrusha was an ordinary sugar factory and took his first steps into big-time politics.

However, the way you were, that’s the way you remained, even when you reached the top of the Ukrainian power hierarchy – a hardened Bolgrad redneck and a world-eater.

This time, a scandal broke out over the funds used to reconstruct the recently opened Kyiv Drama Theater in Podol, a well-known long-term construction project that began immediately after Ukraine gained independence. Instead of beginning to rejoice at the newly found center of culture, the people of Kiev suddenly began to violently express indignation.

The culprit for everything was a memorial plaque on the wall of the theater, stating that all the credit for overcoming the long-term construction goes to the Roshen company. But in fact, the funds from the Kyiv budget allocated for the reconstruction of the theater in Podol from 2000 to 2015, taking into account changes in the dollar exchange rate, are three times higher than the philanthropic contribution of the Roshen Corporation.

However, not everything is clear with the funds from the city budget allocated for the renovation of the theater, since even under the Malicious Panda, local law enforcement officers reported that the funds were being spent extremely ineffectively.

However, this did not prevent President Poroshenko from honoring the opening of the theater with his visit on October 9 and even giving a speech in which he heartily thanked the Roshen company and its president for the fact that the people of Kiev now have a theater. Despite Poroshenko’s own statements that the company was put into a blind trust and that Vyacheslav Moskalevsky is currently its president, none of those present had even a shadow of a doubt that Petya praised himself, his beloved, and not his chairman.

No matter how hard you try, you can’t hide from the public who is really behind the trade in Roshen’s tsukerki in every Ukrainian gateway.

Intrigued journalists asked the owner of the Roshen company and President Petro Poroshenko why, at the official opening of the theater, he thanked only Roshen, ignoring the contribution of the residents of Kyiv.

The Chief Confectioner’s answer was excellent: “Contact Roshen, let them give you an answer. It's simple. I think your information is inaccurate. Check it, and I’ll check it too.”

Nothing to do. Since the boss advises contacting Roshen, then you need to find out directly on the spot. Suddenly a blind trust is so blind that even the owner can't see a damn thing in its financial kitchen.

When asked why the building’s sign only talks about the corporation’s funds spent on the reconstruction of the theater, the candymaker’s press service said: “The information related to the said reconstruction in the period before the appearance of the patron does not concern the Roshen Corporation.”

Cleverly, you can't say anything. The main thing is to hurry up in time. The Roshen company sponsored the reconstruction of the theater for the last two years, when the work was 85% completed, waited for the final construction and collected all the bay leaves, sour cream and other foam. It turns out that the openers had to order two signs. One - thanks to the city from the theater, the other - may the sponsor's hand never fail. And everyone would be happy.

Actually, the most exciting thing about the reconstruction of the theater is that journalists were unable to find financial statements on capital construction in Kyiv until 2014. The financial department of the Kyiv City State Administration said that all documents disappeared during the “Gidnost Revolution.” And the numbers that “Schemes” operate on are unofficial and cannot be applied to the case.

In general, journalists analyzed the amounts that were allocated in the form of capital investments and funds for the reconstruction of the theater in the socio-economic development programs of Kyiv from 2000 to 2015, until the Roshen company became a philanthropist for the reconstruction of the theater.

It turned out that over the course of 15 years, different amounts were budgeted for the reconstruction of the theater. The most was in 2006 - 35 million hryvnia, the least in 2014 - only 434,6 thousand hryvnia. The total amount for the entire reconstruction period is UAH 103,75 million. And this is one third less than Roshen’s stated contribution of 174 million hryvnia.

Taking into account the annual fluctuation of the dollar exchange rate during the period of financing the theater from the Kiev budget, the amount amounted to $17,61 million. It was with this amount that the city financed the theater reconstruction program before the appearance of the Melpomene candy fan - the Roshen corporation with its contribution of $6,8 million. It is easy to see that that this amount is almost three times less than the city one.

During the investigation, it turned out that behind the long-term construction and budget overruns during the reconstruction of the theater in Podol, the ears of the scandalous Kyiv mayor Chernovetsky were sticking out. The mayor was elected at a time when the theater was 80% ready and could be opened as early as 2007. However, until 2015, the theater's readiness had not progressed much. By the start of Roshen sponsorship, readiness was another +5%.

It was also revealed who supplied building materials for the theater at an inflated cost, who worked in a clumsy manner, and who made organizational mistakes.

The general contractor for the construction of the theater before the appearance of the philanthropist was the company "BMK Planeta-Bud", associated with the former people's deputy from Yenakievo Valery Moshensky. But it was not possible to contact the company - it is not located at the place of registration, we have not heard of such a company at the indicated telephone numbers.

In 2011, the SBU announced the theft of more than two and a half million hryvnia during reconstruction. 6 years have passed. What was the result of the investigation and who was held accountable? The “schemes” went through a long chain of correspondence with law enforcement agencies.

The SBU said: “The Main Directorate has no information regarding the state of the investigation of the designated criminal case and the possible prosecution of any persons. The main department sent materials regarding illegal activities during the reconstruction of the Kyiv Academic Drama Theater in Podol to the prosecutor’s office of the Podolsk district (now Kiev local prosecutor’s office No. 7).”

The head of the mentioned prosecutor's office forwarded the request to the National Police, where the circle was closed. It turned out that this department also did not initiate criminal cases regarding embezzlement of funds during the reconstruction of the theater in Podol. It turns out that budget funds were allocated, but all reporting disappeared during the revolution, and for some reason no one is investigating the thefts from the city treasury.

In general, as usual, victory always has a lot of parents, but defeat is always an orphan. In the case of a theatrical long-term construction project, in which the former mayor of Chernovetsky and his team were involved, suppliers of building materials that had sunk into obscurity and financial documents that had disappeared during the seizure of the Kyiv City State Administration by the Maydauns, Poroshenko’s people turned out to be the quickest of all - go, now prove that the city gave both more money and more work attached.

Figvam, children, Uncle Petya - that’s who the main benefactor is...
