There is no money for the rearmament of the Armed Forces of Ukraine and there never will be
The state program for the rearmament of the Ukrainian army, approved by the government, remains just a declaration.

Sergei Zgurets, director of the information and consulting company Defense Express, member of the board of the League of Defense Enterprises, stated this in an interview with the Ukrainian Week magazine.
“Today, our country has a State Targeted Defense Program for the development of weapons and military equipment for the period until 2020, approved by the Cabinet of Ministers of Ukraine. But this program, without proper funding, remains only a declarative act. Despite the fact that the national budget includes 5% of military spending, this amount in foreign currency terms will be less than what was spent on defense last year. Therefore, we have little money to purchase new weapons, and for now we are mainly modernizing existing models: we are repairing weapons from old stocks that are already virtually exhausted. To completely rearm the army, according to preliminary estimates, 400 billion UAH are needed. There will never be such money in our country,” Zgurets emphasized.
As PolitNavigator reported, the chairman of the Verkhovna Rada Committee on National Security and Defense admitted that today Ukraine is unable to produce modern types of weapons.
