“Today all minds flock to Moscow. Any Russian passionary sees moving to Moscow as his main goal. Moscow needs to be closed, and in six months or a year a quarter of the “Muscovites” should be sent back to where they came from. So that they go to fill their subjects of the Federation, districts, villages, republics with life. Now they are empty. There are administrative toads left there who cannot manage and promote business,” Milonov said.
He believes that it is necessary to hold an annual congress of governors, at which each federal ministry will announce their rating according to their profile.
“First place – here’s your medal. Last place – don’t just leave, but come with conclusions. To be afraid. You leave and go straight to Lubyanka,” Milonov said.
