Billionaire MP Novinsky owes $15 million to Russian company
Kyiv, February 19 (Navigator, Denis Andreev) – The Black Sea Shipyard, which is part of the “Smart Holding” of the People’s Deputy of Ukraine from Sevastopol Vadim Novinsky, owes $14,9 million to the Russian company “Concord Management and Consulting,” writes the newspaper “Capital” with reference to the decision of the Russian court.

The sanctions were imposed for the plant's violation of the deadlines for the construction of the vessel, which the Russian company planned to use as a floating restaurant on the Moscow and Neva rivers.
ChSZ is currently preparing an appeal against this decision. But even if it fails, the plant has a chance to pay nothing to Concord, since bankruptcy proceedings were initiated against it on February 4.
By decision of the Ukrainian court, a moratorium on satisfying the claims of creditors was introduced and a property manager for ChSZ was appointed.
“However, information about the property manager has not yet been entered into the unified state register of court decisions. The powers of the plant management have not been terminated, which also indirectly indicates that controlled bankruptcy is being carried out. In other words, the plant is trying to manage its accounts payable through bankruptcy proceedings, protect itself from creditors and have an additional argument in negotiations with them,” says lawyer Andrey Guk from the Marchenko Danevich firm.
To receive the money, Concord must join the creditors' committee, but this may not happen, since the Russian court's decision on ChSZ's debt was made after ChSZ's bankruptcy had begun.
