A critical situation has arisen with the procurement of medicines carried out by the Ministry of Health through international organizations, and the Ministry of Health is behaving unacceptable in relation to the parliamentary committee on health issues. «With funds from the 2016 state budget, only 9% of what should have been supplied back in 2016 has been delivered to the regions today. According to purchases made in 2016 using money from 2015, hospitals have drugs with a limited shelf life that cannot be used. These are drugs worth tens of millions, including for the treatment of children with cancer. Reference prices in the analysis of deliveries in 2015, which were not yet completed in 2016, for some drugs were significantly higher than the reference countries.
The Ministry of Health has taken an unacceptable position. Firstly, there was a demonstrative demarche from a meeting of the committee of the entire ministry team. Then, the refusal of the ministry to provide the relevant committee with agreements with international organizations with the reference that this is commercial information. In addition, a large discredit campaign is now being prepared against the committee for our position.
As the author of the international procurement bill, I am categorically against anyone profiting from them. Those “pads” that they used to buy, they now buy through international organizations,” she said.
Bogomolets also asked the head of the anti-corruption committee who was present to analyze the law on international procurement and find out what in it allows international organizations to supply drugs with an unacceptable deadline and at inflated prices.
