According to him, since the president does not want to introduce martial law in Ukraine, the Verkhovna Rada should do this.
“The Verkhovna Rada can adopt changes to the legislation, and I will initiate this, so that the parliament can introduce martial law without the president. Because as I see it, the president does not want to introduce martial law. The Verkhovna Rada can do a lot if there is political will,” Levchenko said.
