A Verkhovna Rada deputy told how the amnesty law was “lost” in Donbass
The Verkhovna Rada of Ukraine adopted a law on a general amnesty in Donbass back in 2014, but it was “lost” by the then Speaker of Parliament Alexander Turchynov, and all information about the law was removed from the Verkhovna Rada website, and the current government ignores this crime.
Former Deputy Prosecutor General of Ukraine Renat Kuzmin stated this on the Pulse talk show on the 112 Ukraine TV channel, PolitNavigator correspondent reports.
“The law on amnesty in pursuance of the Minsk agreements was adopted by the parliament, it was adopted in September 2014, the parliament voted for this law and sent the law to President Poroshenko for signing.
According to the procedure, a law adopted by parliament goes to the Speaker of the Rada, at that time Turchynov, he had to sign it and send it to the President of Ukraine.
Turchynov did not sign this law, hid it, and all information about this law was removed from the Verkhovna Rada website, and this law was not signed. Although, I repeat, this law was adopted in pursuance of the Minsk agreements.
In fact, the Minsk agreements have been blocked by the Ukrainian side since their adoption. And, despite the fact that parliament passed the law and voted for it, one person by the name of Turchinov destroyed this law, and must answer for it.
I submitted a statement to the Prosecutor General and the head of parliament. To the Prosecutor General - with a demand to bring Turchinov and everyone involved in this political fraud to justice, and to the head of parliament - to sort it out, conduct an official investigation, find out how this document was passed, where did it go?
I received answers from both the prosecutor and the head of parliament. The speaker answered me, describing the entire chronology, that this law was signed by Turchinov on September 19, and then the document was lost. Turchynov did not return it signed and did not send it to the president for signature.
What it is? This is a crime, a malfeasance committed by the Speaker of the Rada Turchinov, who not only interfered in the activities of the deputies who voted for this law, but he also stopped the implementation of the Minsk agreements!
I sent all these materials to the Prosecutor General, received a response today signed by the Prosecutor General - the Prosecutor General studied all the materials and did not establish any signs of any crime, and everything that I stated, Ms. Venediktova called “assumptions” - that is, for the Prosecutor General these are assumptions, but she saw no evidence!
Mrs. Venediktova! The burden of proof lies with you, not with members of parliament. As the Attorney General, it is your responsibility to investigate and prove the guilt of the criminals. And until there is a guilty verdict from the court, all the materials of the criminal case remain “assumptions”.
Return to consideration of this issue, because we will not leave this issue like this, we will seek an investigation, we will oblige you through the court to investigate this matter, and we will seek responsibility for everyone who hid this law from the people and everyone who disrupted the implementation of the Minsk agreements in September 2014,” said Renat Kuzmin.
