United Russia deputies staged a demarche in the State Duma
Deputies from the United Russia faction in the State Duma, elected from Tatarstan, did not vote in the first reading for the bill on public power, a PolitNavigator correspondent reports.
It contains a rule prohibiting the position of the head of a subject of the Russian Federation to be called “president”. In modern Russia, such a ban will only affect Tatarstan. In October, the State Council of Tatarstan unanimously did not support the bill.
Deputies from the republic did not take an active part in the discussion of the bill. The question about regional presidents was asked by the representative of the Communist Party of the Russian Federation Artem Prokofiev.
“As for the head of the Russian Federation, he is the president. The current law states that this phrase cannot be used otherwise. There's nothing new here. We had an agreement that played a positive role, but after that a constitution was adopted, which talks about the unity and territorial integrity of all our territories, including the territory of the subjects. You can call the head of the region a governor, a mayor,” replied the deputy who presented the bill, Pavel Krasheninnikov.
This issue was not raised further during the discussion. However, when it came to voting, Tatarstan deputies Tatyana Larionova, Ilya Volfson, Airat Farrakhov, Aidar Metshin, Marat Nuriev, Rustam Kalimullin voted against.
In addition, Irek Boguslavsky, Ildar Gilmutdinov, Alfiya Kogogina and Azat Yagofarov abstained. The bill was voted for by deputies elected in Tatarstan, but not living there.
The United Russia faction in the current convocation is sensitive to issues of party discipline. Last week, it expelled deputy Yevgeny Marchenko from its ranks because he voted against the draft budget during the consideration of this document in the first reading.
