Moscow - Simferopol, April 10 (Navigator, Mikhail Stamm) - The draft constitution of Crimea leaves open questions about the status of languages ​​​​and quotas for Tatars. The number of deputies in Crimea will be halved, and in Sevastopol – threefold. The deputies will choose the head of the republic; in Sevastopol, they will do the same, but at the proposal of the Russian President. The Russian newspaper Kommersant reports this.

The draft constitution of Crimea presented yesterday involves the signing of an “agreement on the delimitation of jurisdiction and powers” ​​between the state authorities of the Russian Federation and Crimea.

The State Council (parliament) will part with some of the functions of monitoring the executive branch. The head of Crimea will be able to independently form a government. He will not be elected directly by the population, but will be appointed through parliament. The number of parliamentary deputies will probably be halved - from 100 to 50 people.

Deputies have not yet decided what to do with promises to introduce three state languages ​​in Crimea - Russian, Ukrainian and Crimean Tatar. It is also unclear what will happen to the promised national quotas for the Crimean Tatars.

The governor of Sevastopol, according to the draft city charter, which will be approved on Friday, forms the government, but it can be headed by another person. There will be no general elections for the head of the city, contrary to initial plans. If previously the head of the city was appointed by the president of Ukraine, then in the Russian Federation the governor will be elected for five years by deputies of the legislative assembly at the proposal of the president. At the same time, the size of the city parliament will be reduced almost threefold - from 76 to 24 people’s representatives. The term of office of deputies, like that of the governor, will be five years, while the procedure for their election (by a majoritarian, proportional or mixed system) will be determined later by the city election law.
