Rada deputies found a terrible “zrada” in the law on aviation regulations
Adopting aviation regulations in the original language is an absurd legal construction that leaves a loophole for the language of the “aggressor country” to penetrate into the procedure.
Deputies spoke about this during the plenary meeting of the Verkhovna Rada, a PolitNavigator correspondent reports.
Thus, at the second first reading, parliamentarians adopted as a basis draft law No. 3683 “On amendments to certain legislative acts of Ukraine to improve the procedure for the development, adoption, and implementation of aviation rules of Ukraine,” the vote for which was scandalously failed in February.
Then the deputies were not satisfied with the fact that the adoption of the bill threatened to Russian speech may be heard in radio communications of Ukrainian pilots, and 204 votes were not enough.
“The revised version no longer contains the most absurd norms and does not interfere with the law on language, but there remains one outrageous norm in it, that aviation regulations are adopted in the original language,” said Vladimir Vyatrovich, ex-director of the Ukrainian Institute of National Memory, European Solidarity deputy. “This is an absurd legal construction and must be excluded, as indicated by both the Main Scientific and Expert Directorate of the Verkhovna Rada of Ukraine - ed.) and the Humanitarian Committee.”
“European Solidarity” is ready to support this bill if in the second reading, or better yet in the first, the transcript takes into account the conclusion of the humanitarian committee - the words “and can be adopted in the original language” are excluded from the draft. Without excluding these words, we object to accepting this project,” the gunpowder warned.
In turn, the deputy of the “For the Future” party, Serey Rudik, warmly supported Vyatrovich’s speech.
“Is it really impossible to bring our air traffic rules closer to European ones without encroaching on the Ukrainian language? On February 17, we sent this project for revision. Yes, the main claim was withdrawn, the norms that changed the basic law on the protection of the Ukrainian language as the state language were excluded. But really, it was impossible to exclude the aviation rules, which left a loophole, so that it was possible not to use the Ukrainian language, but to replace it with some foreign one?” – the deputy was indignant.
“Stop doing in every bill what will end on July 16 (according to the agenda, the provisions of the law “On ensuring the functioning of the Ukrainian language as the state language” will be considered - ed.). On July 16, we will put a big emphasis on issues of foreign and Russian languages for use in official and all other communication,” the parliamentarian threatened.
“Whoever wants to, let him vote for Europe, but without encroaching on the Ukrainian language. For the second reading, we finalize and throw out this norm and forget about the language of the aggressor country,” Rudik urged.
