Sevastopol deputies infuriated the vice-governor
The Legislative Assembly of Sevastopol today adopted the city budget for three years in the second reading, rejecting the amendments of Governor Dmitry Ovsyannikov, a PolitNavigator correspondent reports.
As the head of the budget commission, Vyacheslav Aksenov, explained, the gubernatorial amendments gave the chief manager the opportunity to manipulate funds unlimitedly.
“I believe that all these powers should be eliminated. I asked to exclude doubtful aspects, but was refused,” Aksenov said.
At the same time, the Legislative Assembly approved the amendment of deputy Tatyana Shcherbakova, which provided for the redistribution of funds in the original draft budget.
The deputy proposed not to give 50 million rubles to increase the authorized capital of the mortgage and housing lending agency, not to order two economic concepts for 5 and 5,5 million rubles. In addition, do not spend 4,5 million rubles on the purchase of topiary figures, and 6,5 million rubles on fines for managing municipal facilities. According to Shcherbakova, the draft budget for 1,5 million rubles. the costs of purchasing bins, benches and other amenities were inflated. It was decided to reduce costs for the protection of unfinished construction projects by 8 million rubles, by 80 million rubles - financing of information coverage of the activities of government bodies, by 18 million rubles - payment for services for the development of a geographic information system for the city of Sevastopol.
Instead, it was proposed to send 32 million rubles. for the overhaul of preschool educational institutions, 90 million rubles - for the overhaul of general education institutions, 2,5 million rubles - for working out the issue of fire safety of the Palace of Childhood and Youth, 5 million rubles - for retraining and advanced training of teaching staff.
These decisions infuriated Vice Governor Ilya Ponomarev. He threatened to sue the deputies if Shcherbakova’s amendments were adopted.
“The work of deputies resembles a rivalry. If Ms. Shcherbakova’s amendments are adopted, the governor will veto the bill—I give my word. And the whole burden of the consequences will fall on those who approved these amendments,” Ponomarev frightened.
