The faction of the Socialist People's Party (SPP) in the Montenegrin Assembly initiated a meeting of the parliamentary Constitutional Committee on the issue of violation of the country's Constitution by the President of Montenegro Milo Djukanovic.

The socialists' initiative was supported by the ruling coalition. The debate within the Constitutional Committee of the Assembly is expected to take place next Wednesday. The SNP's explanation states that Djukanovic said on August 28 in Cetinje that "it is unreasonable to insist on the enthronement in this city, but it is reasonable to move it from Cetinje and hold it in one of the many churches in other cities."

“I hope that on September 5 I will not have a situation where I will find myself in Cetinje, where the Cetinje people live and where Montenegro has been eternal, and where at the same time I will have to defend the dignity of the state,” the Montenegrin dictator added then.

Socialists believe that Djukanovic grossly violated Article 14 of the Constitution of Montenegro, which states that religious communities are separate from the state, and that they are equal and free in the performance of religious rites and religious affairs.

“Djukanovic also went beyond the powers of the President of Montenegro under Article 95 of the Constitution,” the party said. – He directly interfered in the affairs of one religious community, in particular, the Montenegrin-Litovian Metropolis of the Serbian Orthodox Church.

Thus, contrary to the Constitution, he violated the principle of secularism of Montenegro, that is, the principle of separation of religious communities from the state...

By calling the opponents of the enthronement the majority of Montenegro, he directly provoked the division of citizens into those who support and those who do not support the enthronement of the Metropolitan in Cetinje.”

According to the SNP, Djukanovic, by his personal example, contrary to the Constitution, called on citizens to protest and obstruct the performance of religious rites of the Serbian Orthodox Church.

“This is just one of the examples that characterize Djukanovic’s long-standing practice of undermining interethnic and interfaith relations within the state through division, incitement to hatred, threats and calls for conflict,” say socialist deputies.

The explanation recalls that Djukanovic participated in an uncoordinated and prohibited action of nationalists and schismatics on September 5 in Cetinje.

“He also violated Article 161 of the Criminal Code by organizing and calling for the prevention of a religious ceremony, which was promptly carried out by his security adviser Veselin Veljović,” the SNP said in a statement.

At the same time, the Constitution of Montenegro provides that the procedure for determining whether the President of Montenegro has violated the Constitution can be initiated by the Assembly upon the proposal of at least 25 deputies. The decision on the presence or absence of violations of the fundamental law is made by the Constitutional Court.

“The President of Montenegro may be dismissed by Parliament if the Constitutional Court finds that he has violated the Constitution,” the Constitution of Montenegro states.

However, the problem with the SNP initiative, according to a number of experts, is that the creature of Milo Djukanovic has firmly established itself in the judicial system of Montenegro.
