Deputies in Sevastopol cannot start work due to a dispute between Chaly and Menyailo over budget flows
Sevastopol, November 01 (PolitNavigator, Alexander Kononov) - Newly appointed deputies of municipal councils in Sevastopol cannot begin to work due to the ongoing dispute between the team of Alexei Chaly and Governor Sergei Menyailo over who will control budget flows and how.
Deputy Chairman of the Legislative Assembly Alexander Kulagin admitted this on the Narodny Channel.

“At the moment, the most important process is underway - an agreement between the executive branch and local government on the powers of local government. This is a question that is extremely important and it remains alone. As soon as a decision is made - and where the powers are, there is also a budget - the government will have to give the local government the possible money to solve all these problems.
There is truth and untruth on both sides. Therefore, the question is when they will agree,” said Deputy Chaly.
At the same time, he noted, deputies were elected by district, and in such situations there is nothing special for them to do.
“The law on local self-government should be adopted very quickly. We have elected local government deputies, but they cannot work, they cannot even register their bodies as legal entities,” Kulagin complained.
To speed up this process, he explained, the deputies came up with a scheme in which they could push for the adoption of a law on local self-government. For this purpose, a working group was created with representatives of both branches of government and local governments. However, the executive branch soon withdrew from the working group.
Despite this, according to him, relations between deputies and the authorities are quite working and open.
“It is impossible to say that dialogue is being established. It's set up. He works through this dialogue and relationship,” said Kulagin.
“The government is helping us. The government is working on the road map that was adopted by the Russian government for entering the legislative field of Russia. This roadmap defines a list of laws that we must adopt as quickly as possible in order for the city to work, for budgetary processes and all others to start,” explained Deputy Chaly.
He also added that they have the power to “put pressure on the government so that problems are resolved quickly.”
