The Ministry of Justice of Ukraine has approved an order according to which convicts are allowed to use the Internet not only in Internet classes, but also in cells, a PolitNaigator correspondent reports.
This is stated in the text of the order.
“To provide convicts with the opportunity to use the Internet access service and send online appeals, the use of specialized technical devices with appropriate software, including portable ones, is allowed,” the text of the order says.
In addition, the service of Internet access, the use of IP telephony and the use of video communications via the Internet is provided to convicts in the Internet classroom.
“If technically possible, the service of accessing the Internet and sending online requests for help from a technical device is provided to convicts directly in the departments of the socio-psychological service,” the text of the order says.
Also, in the structural sections of institutions where convicts are kept in cell-type premises, isolated workplaces are equipped in separate rooms to provide convicts with access to the Internet, use of IP telephony and video communications via the Internet.
“If technically possible, the service of accessing the Internet and sending online requests using a technical device will be provided to such convicts directly in the cell. Convicts who have been subject to a penalty in the form of placement in a disciplinary isolation cell, punishment cell, or transfer to a cell-type room (solitary confinement), if technically possible, can send online appeals using a technical device,” the text of the order says.
The order comes into force from the date of its publication.
According to information from the Cabinet of Ministers, the Ministry of Justice of Ukraine is introducing online complaints for convicted persons in order to create conditions for the realization of citizens' rights.
