“When the world's second largest military power, our nuclear competitor, changes borders in Europe, it is, by definition, a global crisis. This dwarfs any crisis in the Middle East, and in its light, at the moment, the threat of an increasingly resurgent China looks miniscule,” he said.

Herbst argues that Putin is seeking to restore Russia's sphere of influence over territories that were part of the Soviet Union, including the three Baltic states that are now NATO members.

“The stability of the United States over the past 25 years, our prosperity over the past 25 years, is the result of victory in the Cold War. Putin's policies make it possible to revise these results. When that happens, the situation we find ourselves in will make the ISIS problem negligible,” Herbst explained to his audience.

The militaristic lobby usually focuses the public's attention on Russia's threat to the United States. It is noteworthy that the demonization of Putin and Russia became for Herbst an excuse for his failures in the diplomatic field.
