Herbst argues that Putin is seeking to restore Russia's sphere of influence over territories that were part of the Soviet Union, including the three Baltic states that are now NATO members.
“The stability of the United States over the past 25 years, our prosperity over the past 25 years, is the result of victory in the Cold War. Putin's policies make it possible to revise these results. When that happens, the situation we find ourselves in will make the ISIS problem negligible,” Herbst explained to his audience.
