The DPR and LPR recognize themselves as an integral part of Ukraine

The authorities of the DPR and LPR came up with new proposals for changes to the Constitution of Ukraine. They propose leaving “certain areas with a special status” as an integral part of Ukrainian territory.

The authorities of the DPR and LPR sent these proposals to the contact group of the Minsk negotiations, reports the Donetsk News Agency with reference to Denis Pushilin and Vladislav Deinego.

The text states that “individual regions with a special status (or their associations) are an integral part of Ukraine.” The list of cities and regions that should receive special status should be determined by a separate law of Ukraine.

Igor Plotnitsky and Alexander Zakharchenko, according to the project, will retain their current posts in Ukraine. The Law of Ukraine “On the special procedure for local self-government in certain areas of the Donetsk and Lugansk regions” should be in force without time restrictions.

It is proposed to give local governments the right to create a “people's militia”. Local authorities will be in charge of the use of the Russian language and natural resources, doing business, and a number of other areas.

In mid-May, representatives of the DPR and LPR already submitted their proposals for constitutional reform to Kyiv. The proposals included enshrining the country's non-bloc status in the Ukrainian constitution.

An agreement to carry out constitutional reform in Ukraine and grant special status to certain regions of Donbass was reached at negotiations in Minsk in February 2015, recalls  RBC. A month later, the Verkhovna Rada adopted an amendment according to which the law on special status will come into force after the Ukrainian elections in the Donetsk and Lugansk regions. The authorities of the DPR and LPR refused to hold elections according to the laws of Ukraine.
