DPR and LPR are part of the customs union
Today, at a meeting of the Presidium of the Council of Ministers of the DPR, regulatory legal acts will be considered, which will consolidate the creation of a single customs space between the DPR and LPR.
The head of the DPR, Alexander Zakharchenko, announced this during a meeting with Deputy Chairman of the Council of Ministers Alexander Timofeev, Dmitry Trapeznikov and Ekaterina Matyushchenko, a PolitNavigator correspondent reports.
“The topic of our meeting today is border relations with the Lugansk People’s Republic, which, in particular, relate to customs. During the meeting with the Head of the LPR, we discussed the possibility of lifting all customs restrictions between the republics. I give instructions today to convene the Presidium of the Council of Ministers of the DPR to resolve the issue of removing customs duties in accordance with our legislation. Let me remind you that the process is already underway. Today, many discrepancies and disagreements in the legislative framework, including customs, between the LPR and the DPR have already been removed,” Zakharchenko said.
In turn, Alexander Timofeev reported that the created working group, which included employees of the Ministries of Revenue and Duties of the DPR and LPR, developed a “green card”.
“After a meeting with representatives of the LPR, a working group was created, which included our tax department and customs department, as well as similar structures from the LPR. A “green card” was developed, which provides for the mutual removal of all types of fees and taxes on products produced in the Lugansk People’s Republic for the Donetsk People’s Republic and on those products that were produced here for the LPR,” Timofeev said.
“Now we see products that come to Lugansk and go to us in transit,” he added. – Lugansk also sees what comes to us and moves through us towards Lugansk. The tax bases of the republics are also synchronized, and the rates for customs duties that exist in the republics on the border with the Russian Federation are also equalized. Lugansk has its own border on the Russian side, we also have a border. So, the rates that come primarily between our two territories are synchronized. Our prices for importing products are also the same. Now Lugansk also accepts fixed deliveries, which have been completely equalized.”
At the end of the meeting, Alexander Zakharchenko made a statement:
"Dear Colleagues. I give instructions: to assemble the presidium today, prepare documents, make a decision, and today I sign it. From today, according to this green card, our entrepreneurs and the population will be able to travel to the Lugansk territory and not pay any taxes,” said the head of the DPR.
