Initially, it was planned to hold a trilateral meeting with the participation of UN special representatives, but members of the humanitarian mission were absent due to an urgent business trip. It should be noted that for a similar reason, First Deputy Head of the DPR Council of Ministers Andrei Purgin was absent from the DPR side.

The round table participants exchanged opinions on the current situation and tried to find common ground for further dialogue.

According to the head of the DPR Prisoners of War Commission, Daria Morozova, who was present at the meeting, this is only the first step towards the beginning of cooperation: “Today we have the second meeting of a public organization to investigate war crimes on the territory of the DPR. Representatives of the OSCE are present with us.

Today we will discuss the format of our further cooperation; we want to establish joint visits to the sites of war crimes against the civilian population of the republic. We will also discuss the work done over the past week. Monitoring was carried out on the destruction of civilian casualties, including on many humanitarian issues, and these issues will also be discussed. A report on the registration of refugees and prisoners of war has been prepared, which we will discuss. We will convey our position to OSCE staff, listen to them and, in fact, cooperate together.”

OSCE representatives were extremely laconic. According to the mission staff, at the next meeting many issues will be discussed more openly: “We will notify our leadership about everything that we observed, provide our report, and then the decision-makers will decide on the position they will take. We are attending this meeting to find out how we can receive the most objective information about what is happening in the DPR and LPR, so that we can effectively implement our activities within the framework of the existing OSCE mandate. That's all we can say at this stage."

In turn, in a comment to the agency, Daria Morozova stated that contact still needs to be established with the OSCE mission in Donetsk.

Especially for Navigator, Donetsk Ombudsman Daria Morozova gave a brief comment on today’s meeting.

PolitNavigator: – Tell me, how do you assess the cooperation of the DPR with the OSCE mission located in Donetsk?

D.M.: – Today our work has been slightly suspended. Previously, we collaborated more closely: we went together to exchange prisoners of war, I myself personally collaborated with them almost every day. But it turned out that many simply left, their contracts ran out, and the result was an overlay - we were simply not introduced to the new composition of the mission. But thanks to today's meeting, we will establish contact again and invite them wherever necessary.

PolitNavigator: – Is there a desire on the part of the OSCE to understand, to get to the bottom of what is happening?

D.M.: – In fact, I am pleasantly surprised, because I believe that this desire is present, and one can even say that the new representatives of the mission are simply eager to fight. And we can hope for fruitful cooperation.

Let us recall that on October 8, 2014, on the initiative of the First Deputy Prime Minister of the DPR Andrei Purgin, the Council for the Investigation of War Crimes on the territory of the DPR was established in Donetsk. It included both prominent public figures and representatives of law enforcement agencies of the Republic. The Council also included DPR Ombudsman Daria Morozova. The creation of the Council for the Investigation of War Crimes was prompted by recent events - not so long ago, several graves with the remains of civilians were found on the territory of the Donetsk People's Republic. It is assumed that the forces of the National Guard of Ukraine are involved in the mass executions of residents of the region.
