DPR reassigns the mines and issues a “loan” to pay salaries (PHOTO)
Donetsk, December 22 (PolitNavigator, Mikael Chagalyan) – DPR leader Alexander Zakharchenko intends to provide assistance to the Donbass mines. “The coal industry is important to us, so we will support and finance it,” he said during a meeting with the management of the mines.

As you know, the most important strategic resource of Donbass is coal. And the stable functioning of the economy and the well-being of the residents of the DPR depends on the effective operation of the entire coal industry.
But a lot of problems have accumulated in this segment of the economy. In particular, the issues of launching coal industry enterprises at full capacity, carrying out structural reforms in the industry, mining infrastructure structures, disrupting transport links, blocking the banking system, paying wages, selling enterprise products, and replacing worn-out equipment remain problematic.
A meeting was held in Donetsk dedicated to all these problems.
The meeting was attended by heads of public and private enterprises in the coal industry, and the leadership of the republic, represented by the Minister of Coal and Energy, the Minister of Revenue and Duties, as well as the Ministers of Finance, Economic Development and the Department of Industry.
The meeting was opened by the head of the Donetsk People's Republic Alexander Zakharchenko. “I now have in front of me a list of questions and problems that have accumulated for each of you, and in the industry itself. But I propose to hold our meeting in a slightly modified and more lively format: you will ask me the questions that you have accumulated, and we will try to solve them here,” he addressed those present.
A number of issues actually began to be resolved during the meeting. In particular, an immediate decision was made to unblock and restore railway traffic in a number of directions in the near future, which will allow coal to be shipped to consumers. This immediately solved the problem of the full functioning of the mines located in Gorlovka.
In addition, organizational problems were discussed, which, according to the Minister of Coal and Energy Evgeniy Fainitsky, relate to structural changes and are important for the industry. “We need to begin transferring state-owned coal industry enterprises under the jurisdiction of the Donetsk People’s Republic as quickly as possible. The question is actually technical, but important for the full planning of the ministry’s activities and ensuring the legal security of enterprises,” the minister said.
Another serious problem is non-payment of salaries. According to the heads of coal enterprises present, quite large sums from the wage fund have been frozen by the Kyiv authorities, and full-fledged trading mechanisms are just being established.
As a way out of this situation, Zakharchenko voiced a proposal supported by all participants in the meeting: “Your enterprises, each of you, employ four thousand people or more. They work no matter what, and they have families to feed. Therefore, write a memo indicating the amount you need to pay salaries to employees.
We, as a state, are ready to finance this item of expenditure: we will issue a kind of loan to all enterprises that need it. You will return this loan to the budget as the enterprise resumes full operation. I repeat, the industry is important to us, and the people working in the mines are important to us. Our task is to take care of them as well.”
