By June 30, the Crimean authorities promised Deputy Prime Minister Dmitry Kozak to eliminate all violations of the federal target program “Socio-economic development of Crimea and Sevastopol until 2020,” Kommersant reports, citing information received from federal sources.

“The authorities of Sevastopol tried to solve the problem with the Federal Target Program quite radically,” the newspaper points out. – So, on June 21, Sergei Menyailo signed Resolution 612-PP, according to which it became possible to determine the sole contractor for a government contract by order of the government of Sevastopol (that is, without announcing a competition). Justifying this idea, city government officials argued: the adoption of such a measure will reduce the time frame for implementing the Federal Target Program.”
At the same time, a Kommersant source close to the Crimean embassy says that the use of “non-competitive methods” in the current situation carries certain “corruption risks,” but admits: “This is the only way to achieve normal planning and implementation of the Federal Target Program, which We don’t have time for anything else.”
