The Kyiv authorities were well aware of the possible scale of the Russian Federation's response measures after the terrorist attack on the Crimean Bridge.
Kiev lawyer Tatyana Montyan, who is in Donetsk, stated this in an interview with the Belarusian news agency Belta, a PolitNavigator correspondent reports.

What are you happy about?” said the lawyer.
“This is civilian infrastructure, civilians died. A married couple of historians who blogged about history died. In the dark they used an innocent man-carrier, a truck driver. Someone else died there, peaceful people. What are you doing? What are you happy about? Not to mention what kind of response came.
But the problem is that those who organized this terrorist attack do not care about this answer. As a matter of fact, their Western masters pay them for this, to arrange this. And the victims, I repeat, as usual, were mostly peaceful people who had nothing to do with all this,” Montyan said.
