The new patrol service in Kyiv should work on the presumption that the policeman is right. Avakov made such a bold statement from a legal point of view yesterday during a visit to the National Academy of Internal Affairs, where cadets - future patrol officers - are trained.

“We had the idea that if a policeman stopped a car and charged this car with a violation, then first obey and then appeal, and not vice versa - you will prove that it was me. That is, the presumption of the policeman being right... Without this it is impossible to work objectively,” the minister said.
And Prime Minister Arseniy Yatsenyuk added that the presumption of innocence of a citizen, prescribed in the Constitution, applies exclusively to criminal offenses.
“We must distinguish between criminal and administrative liability... This is not so much a legal issue as a political one. We quickly sorted out the legal part. There is no discussion at all here. The presumption of innocence for administrative responsibility does not exist at all under the Constitution,” he noted.
Let us recall that Yatsenyuk and Avakov are in a hurry to push through the “National Police Law” before June 1, 2015.
