According to him, the Russian Federation treats citizens of the republics as citizens of Ukraine and requires them to comply with the border rules established between the two countries.
“Donetsk has its own car registration, its own license, and its own license plate system based on the Russian model. Many rejoiced at this fact. Imagine the surprise of these people when they arrived at the border with Russia, and the Russian border guards said: “What kind of notes did you bring us? Everything should be only according to Ukrainian law.” This is also not talked about much, but Russia treats the DPR and LPR as parts of Ukraine,” Menendez said.
