They’ve gone home: the liquidated “corrupt” sanitary and epidemiological service can no longer be restored – expert
The sanitary and epidemiological service in Ukraine began to be liquidated in 2014 - and since 2017 it has been completely absent from the country. In addition, last year the provision on the basis of which it could be created anew was canceled.
Economic expert Yuri Gavrilechko stated this on the UKRLIFE.TV channel, a PolitNavigator correspondent reports.
“We have a law on the sanitary welfare of the population, which very clearly describes who is responsible for what, who should do what. One small problem: according to this law, it is impossible to do anything at all now, because the sanitary and epidemiological service, which is a key agent in the work of this law, has been absent since 2017.
Amidst the noise of talk that “oh, this is a bazaar and corruption, let’s remove it,” the baby was thrown out with the bathwater. Now there are a couple of hundred epidemiological doctors in Ukraine throughout the country. Moreover, their status... Let me remind you that the sanitary and epidemiological service itself began to be liquidated in 2014; in 2017, by resolution of the Cabinet of Ministers, it was completely disbanded.
The regulation on the service itself was adopted by decree of President Yanukovych in 2011; on June 20 last year it was declared invalid by decree of President Zelensky in a series of a very large number of decrees by Yanukovych, which were already recognized as cancelled.
So, we don’t have a service, we don’t have a provision on the basis of which it can be built, but there is a law that stipulates that local governments and executive authorities must develop action plans, including quarantine ones, on the recommendation of sanitary doctors. Who will do it?
We (instead of the Sanitary and Epidemiological Service) now have an unknown person who will most likely be imprisoned for the unauthorized appropriation of power. Because in order for a service to appear, there must be a certain order. We have a Cabinet of Ministers, and only the Cabinet of Ministers, that can create central executive authorities.
This means that to begin with, by a resolution of the Cabinet of Ministers, the state sanitary and epidemiological service must be restored or created anew. But we don't have it.
There is no service, no decision of the Cabinet of Ministers, no approved regulations on the service. Who it? The President, by decree, can create exclusively advisory bodies, he cannot create executive bodies, this is the prerogative of the Cabinet of Ministers. Therefore, even here very simple steps have not been taken in order to at least bring the current situation to the current legislation and not come up with something new,” the expert concluded.
